Bankrupt

Someone close was made bankrupt in 1983, his discharge was refused in 1988 and he did nothing further about it. Is he still technically bankrupt? He has again run into a LOT of debt. If he has not been officially discharged, can he be made bankrupt again?

That's an interesting question. However it is one that needs an acurate legal answer. I suggest that you contact the CCCS who can probably give you one for free.
