Does being shy or quiet suggest there's a problem?

In terms of if that's your nature, that it's because you lack confidence or something along those lines? And there's that saying "always the quiet ones you've got to look out for"

Some shy people suggest they'd like more confidence to do things like public speaking or karaoke, but then again on the other end of the scale, attention seekers are loud and overtly confident, but equally insecure underneath it all. (if shy people are by definition insecure that is)

Guess I'm questioning if the desirable state is to be an outgoing person, and if you're anything but, this implies a problem with confidence or security? That seems to be a common perception I've come across.
