This site does not offer any expertise on anatomy. May I refer you to http://net.indra.com...intact/anatomy/ (found via Google and you are warned that it contains graphic images of penises) from which I quote:
"The frenulum is a Y shaped web of skin that connects the foreskin to the underside of the head of the penis. The frenulum is kind of like the web of skin under the tongue. This is the most sensitive part of the penis, containing a huge number of nerve endings. Circumcision usually removes all or most of the frenulum."
It would appear to be entirely normal but if you are concerned you should consult your local G.P. If you are too embarrassed to talk to a G.P about this in person, then may I suggest that you call the NHS direct phone line or visit a family planning clinic where the staff are well trained to cope with the difficulties of bringing up difficult and intimate issues.
Your question may by symptomatic of wider concerns about your sexuality, intimacy and the lack of anyone in your family or among your friends with whom to discuss these issues. If so, feel free to begin a dialogue here.
